Results
The results of the logit regression analysis are presented in Table 7.2. Although it was hypothesized that the loan selection criteria of the IMF and the World Bank would be the same, the results show some modest differences in the selection rules of both institutions. There is a core of three factors affecting the selection processes of both institutions in the same way. Both have a higher probability of awarding SALs to the governments of countries with relatively low gross domestic product per capita, relatively large populations and higher levels of respect for workers rights. In each case, the finding was as hypothesized.
The IMF was also less likely to loan to countries experiencing economic growth, in line with expectations. In contrast with expectations, the IMF was more likely to loan increasingly democratic countries, while the Bank was neither more nor less likely to loan to different kinds of regimes. In addition to the criteria noted above, the World Bank was also less likely to give SALs to the governments of countries involved in interstate conflict. In contrast, domestic and international unrest does not seem to play a role in the IMFâs calculations.
Both institutions had a bias towards countries with lower gross domestic products per capita. There is some indication that the IMF chose to help countries with distressed economies, with respect to the finding concerning the change in GDP per capita. Other indicators of economic distress, including a low level of foreign currency reserves and overvalued exchange rates, were statistically insignificant.
